Start here — and why the High Country

Amateur radio in the southern Appalachians is not a hobby that happens to exist here. It is infrastructure. The ridges carry the signal; the operators carry the rest.

There are roughly 760,000 licensed amateur radio operators in the United States. In the High Country — Avery, Watauga, Ashe, Alleghany, and Mitchell counties — the per-capita density is unusually high, and the reason is geography. The same terrain that pulls weather off the Atlantic and stacks it into snow on Grandfather Mountain also turns the region into an antenna farm: line-of-sight paths to the Blue Ridge and the Brushy Mountains; long, quiet HF paths over the Atlantic and into the Caribbean.

Cell coverage in the coves is unreliable. Commercial power drops during ice storms. When Hurricane Helene came through in 2024, the commercial grid went down across the region and stayed down for days in the highest elevations. The amateur radio operators who were on the air — coordinated through ARES and Skywarn — were the only path out of some communities for forty-eight hours. That is the tradition this ledger documents.

The first signal: every amateur radio license in the United States is granted by the Federal Communications Commission. The entry-level license — the Technician class — requires a 35-question multiple-choice exam. There is no Morse code requirement at any level.

The repeater network on the ridges

Four machines anchor the High Country footprint. A repeater is a receiver-transmitter on a hilltop that listens on one frequency and re-broadcasts on another — extending the range of a 5-watt handheld into the coverage of a hundred-watt base station. The locations listed are approximate; trustees coordinate the actual sites.

W4HTP · Avery County Hawksbill Mountain 145.130 − / 114.8 PL

W4HTP — High Country ARC primary

The flag-ship machine of the High Country Amateur Radio Club, sited on Hawksbill Mountain south of Newland. The site is reached by a gravel access road and shares a tower with a public-safety antenna.

Coverage on a stock 5-watt handheld reaches across Avery and Watauga counties into the Brushy Mountains, the South Fork of the New River, and down into the upper Catawba valley. The repeater is the standing calling channel for the club's Tuesday-night net at 20:30 local; non-members are welcome to call in. Trustee: HCARC.

W4YMI · Yancey / Mitchell Black Mountain range 147.240 + / 88.5 PL

W4YMI — Mt. Mitchell repeater

The Yancey-Mitchell Intertie machine, sited on the Black Mountain range above Burnsville. Reaches into Madison County to the west and the Cane River valley to the north.

This machine hosts the YMI-linked network — a multi-site system that ties together repeaters from Marion to Marshall. It carries Skywarn traffic during active weather and links to NC4AR. Trustee: Yancey County ARES.

K4ITL · Watauga County Boone · Howard Knob 146.820 − / none PL

K4ITL — Watauga ARC machine

The primary machine of the Watauga ARC, on Howard Knob above Boone. No PL tone — a deliberate choice, and a slight anachronism: the machine is open-access to anyone on frequency.

Coverage extends east into the Blue Ridge Parkway corridor and west into the Tennessee line. The K4ITL net runs Sunday evenings at 20:00 local. Trustee: Watauga ARC. Tone-squelch is optional on this machine.

NC4AR · regional linked system Multi-county 145.470 − / 100.0 PL

NC4AR — North Carolina Amateur Radio linked system

The regional linked repeater system that ties the High Country sites with the broader western North Carolina and upstate South Carolina footprint. Used primarily for ARES and emergency-traffic coordination.

NC4AR is the standing channel for Western North Carolina ARES district nets. During weather events the system is placed in directed net mode and traffic is queued by the Net Control Station. Trustee: Western NC ARES, District 8. The PL tone is required — the system filters casual traffic during emergency activations.

The bands — HF, VHF, UHF

Amateur radio is divided into bands by frequency, and each band has a working character. The High Country is unusual in that all three of these bands work here.

3 – 30 MHz

HF — High Frequency

The long-distance bands. Signals bounce off the ionosphere and come down hundreds or thousands of miles away. From a High Country station with a wire antenna, the Atlantic, the Caribbean, and Europe are regular contacts on 20 m (14 MHz) and 40 m (7 MHz). The draw of amateur radio is here.

30 – 300 MHz

VHF — Very High Frequency

Signals travel roughly line-of-sight, which is why repeaters sit on hilltops. The 2-meter band (144–148 MHz) is the working band for repeaters, Skywarn, ARES, and most local activity.

300 – 3000 MHz

UHF — Ultra High Frequency

The short-range bands. UHF signals do not propagate well outdoors and are used for repeaters in dense areas, satellite communications, and the newer digital modes. The 70-cm band (420–450 MHz) is the working UHF allocation.

License classes map roughly to band access: Technician grants full VHF/UHF plus limited HF on 10 meters; General opens the bulk of HF; Amateur Extra opens everything, including the exclusive sub-bands where the rare DX stations operate. Most High Country operators hold General or Extra because the regional draw is HF propagation off the ridges.

Antennas that survive a winter at 3,500 feet

Four antenna types carry the High Country. Each is a working solution; each has tradeoffs the operator has to know about before the ice storm.

HF · wire antenna

The dipole

The simplest HF antenna: a half-wavelength of wire, cut for the band of interest, fed in the center with coaxial cable. A 40-meter dipole is roughly 66 feet end-to-end and can be strung between two trees at ridge height. At 30 feet it works all bands except 80 meters. The limitation is bandwidth — a dipole cut for 40 meters will not work well on 20 meters without an antenna tuner.

HF · rotatable

The Yagi

The directional gain antenna. A Yagi has one driven element and parasitic elements that focus the signal in one direction. A 3-element Yagi on a 30-foot mast provides 7 dB of gain over a dipole and rotates to point at any callsign on the planet. The drawback is mechanical: a Yagi at 3,500 feet in winter must survive 80 mph wind and ice loading. Field-day stations are almost universally Yagis on portable masts.

HF · multiband

The end-fed half-wave

A half-wavelength of wire fed at one end, with an impedance-matching transformer at the feedpoint. The end-fed works every band without an antenna tuner on most modern radios. The classic portable end-fed is a 40-meter wire (~66 feet) rolled into a field-day kit. From the High Country, a wire slung into a spruce at 25 feet works the world.

VHF / UHF · omnidirectional

The vertical

The standard VHF/UHF antenna. A quarter-wave vertical for 2 meters is roughly 19 inches tall and works equally well in all directions — no rotator needed. Mounted at ridge height with a good ground plane, a vertical reaches every repeater in line-of-sight. Most High Country mobile installations are magnet-mount verticals on the truck roof.

When the grid goes down — ARES, RACES, Skywarn

Three organizations, one purpose. When commercial communications fail, the amateur radio operators step in. The structure exists before the storm; it does not get improvised during one.

ARES — Amateur Radio Emergency Service

The ARRL's standing emergency-comms organization. ARES members train with their county emergency-management agencies, participate in quarterly drills, and maintain go-kits with radios, antennas, batteries, and documentation. Western NC ARES District 8 covers Avery, Watauga, Ashe, Alleghany, Mitchell, and Yancey counties; the standing activation channel is NC4AR. During Hurricane Helene, ARES operators staffed emergency operations centers in six counties, handling welfare traffic and damage reports by voice and digital modes.

RACES — Radio Amateur Civil Emergency Service

The federal-government parallel to ARES, established under the FCC's Part 97 rules and activated only by state or federal emergency-management authorities. RACES operators hold an FCC amateur license plus a RACES station authorization issued by the local civil defense agency. The two organizations coordinate closely; many High Country operators belong to both. ARES handles planned and weather emergencies; RACES is activated only by declared emergencies at the state or federal level.

Skywarn — the weather-spotter program

The National Weather Service's volunteer spotter program. Skywarn spotters are trained to recognize severe-weather signatures — wall clouds, hail size, tornado spin — and relay reports to NWS offices via amateur radio. The Greer, SC NWS office covers the High Country and runs a Skywarn net on NC4AR during active weather. A spotter report of a funnel cloud or measured 1-inch hail reaches the warning forecaster faster than radar can confirm it. Skywarn training is free, runs two hours, and is offered in person and online every spring.

Ham radio in hurricane response — the standing case

The pattern repeats. When Hurricane Maria hit Puerto Rico in 2017, commercial power and cell service were destroyed across the island for weeks. The amateur radio operators who had pre-positioned on the island and the operators who came in via the American Red Cross and SATERN carried welfare traffic out of isolated mountain communities for the duration. The same pattern played out across the High Country during Helene in 2024. The reason this works is that the operators and the equipment exist before the disaster, and the relationships with emergency management are built during the drills.

The standing traditions

Ham radio is a hobby with a memory. The institutions below have been carrying the tradition in the High Country for decades.

High Country ARC

The High Country Amateur Radio Club

The regional club covering Avery and surrounding counties. Founded in the 1970s, the club operates the W4HTP repeater on Hawksbill Mountain, hosts the Tuesday-night net, and runs the regional ARES and Skywarn programs. Meetings are held the third Tuesday of each month at the Sheriff's Office annex in Newland; visitors are welcome. The club is the single highest-leverage organization a High Country ham can join.

DX association

The Carolina DX Association

The regional club for operators who chase long-distance contacts — "DX" in the ham vernacular. CDXA members operate from contest stations across the Carolinas and field multi-operator efforts in major contests (CQ WW, ARRL DX). The association publishes a monthly bulletin and mentors new operators on contest technique and station design. Membership is by interest, not geography.

Tradition · annual

Field Day

The single largest amateur radio event in North America. Held the fourth full weekend in June, Field Day is a 24-hour operating event where clubs set up temporary stations in the field, off the commercial power grid, and make as many contacts as possible. The High Country ARC's Field Day site at Elk Ridge is a working tradition — wire antennas slung into spruce trees, generator power, three stations on the air. Field Day is the public face of the hobby; visitors are welcome.

Tradition · institutions

The Smithsonian agreement

In 1976, the Smithsonian Institution's National Museum of American History signed an agreement with the ARRL to maintain amateur radio history as part of the national record. The agreement established the amateur radio collection as a permanent curatorial responsibility. It is the reason a working amateur station is on display at the National Museum of American History — and the reason the institutional memory of the hobby is preserved.

Awards · parks

Parks on the Air (POTA)

An awards program that encourages amateur radio operators to set up portable stations in US state and national parks. The High Country is rich POTA territory: Blue Ridge Parkway, Cherokee National Forest, Mount Mitchell State Park, Roan Mountain State Park. The activator — the operator in the park — makes as many contacts as possible, and the hunters at home work the activator for points. A two-hour POTA activation from a park overlook with an end-fed wire is a normal Friday afternoon.

Awards · summits

Summits on the Air (SOTA)

The international program that recognizes amateur radio operations from mountain summits. SOTA summits are catalogued globally; each has a points value that increases with elevation. The High Country is dense with SOTA summits: Grandfather Mountain, Roan High Knob, Mount Mitchell, Hump Mountain. A SOTA activation is a hike to a summit with a radio in the pack — typically an HF QRP rig, an end-fed wire, and a battery. The thrill is the radio-as-backcountry-object: a contact from a summit you've just climbed.

The license ladder

Three FCC license classes, in increasing order of band access. Each is a 35-question multiple-choice exam; the question pools are public.

Technician · entry
The entry-level license. 35 questions drawn from a public pool; passing score 26/35. Grants full VHF/UHF privileges and limited HF on 10 meters (28 MHz). Most local repeater and Skywarn activity is on Technician privileges. The exam is administered by Volunteer Examiners at sessions held monthly across the region; the standard fee is $14.
General · HF access
The working license for HF. 35 questions from a separate pool; passing score 26/35. Grants the bulk of HF privileges — all bands except the exclusive Extra sub-bands. Most High Country operators upgrade within their first year to work HF DX.
Amateur Extra · full privileges
The top license class. 50 questions from the most technically demanding pool; passing score 37/50. Grants every amateur privilege, including the exclusive Extra sub-bands where the rare DX stations operate. Many High Country operators hold Extra and request short call signs through the FCC's vanity program.
Studying
The question pools are public. HamStudy.org is the working study tool — free, adaptive, and tracks progress against the current pool. Most students study two to four weeks for Technician, four to eight weeks for General, and two to three months for Extra. The High Country ARC runs a Tech-in-a-Day session each spring that administers the exam at day's end.
